Creating pages that are optimized for specific keywords are the way to go. This is the foundation of all internet marketing. Tracking through javascript or referrer logs is a way to measure the success of your work.

If you are trying to TRACK search engine referrers this is be no problem as you are not interfering with any search engine robot. However, if you are redirecting users to entirely different pages for each referrer string, you will be presenting different content that is indexed in said search engine. This, by definition is switching content, cloaking, and definitely frowned upon.

Search engines are designed to return the most relevant result, so you are interfering with their mission in life.
