OLD WAY:
http://www.site.com/index.php?section=Contact+Us
NEW WAY:
http://www.site.com/contact.php
They both use the same content include file, but they've got different urls.

I think this should help you a bit, although search engines can handle dynamic URL's pretty well. The best reason for regular URL's is for users. its just easier to send and finteract with normal URL's.
It is possible but unlikely that you would run into duplicate content penalties. The best thing to do is set your .htaccess file to redirect all old pages to the new ones. This is a bit tricky to program, but it is the best thing to do.
so any page that was
/?section=cool+page
would forward to
/coolpage.html |
