Linking is essential to good rankings, but you should setup links so they work for your users and search engines. A list of 100 links is useless to everyone, so try to make your external links usable.

Its definitely best to have < 25 links/page
Also best to link from internal content pages if possible. Don't link only from your links pags
Yary link text when possible. It is easy for robots to spot duplicate descriptions on multiple pages.
