Google has been sending letters of webmasters with banned sites offering reincludin if they fix outstanding problems. This could be a positive trend toward communication and improvement with getting quality websites ranked. It is also welcome news for webmasters who have had legitimate sites removed from G.

I think that is a very good step. So many people just get rid of their domains because they are banned... not there may be some hope in sight for them!

Note it requires a detailed explanation of what SEO techniques you have employed and speficic guarantees it will not happen again.
