Is it important to have a static IP to get better ranking.
I moved my web sites to a new service and have no static IPs and
it appears that my page ranking at Google went from 4/10 down
to 2/10.
and
If I have more than one web site hosted on the same hosting service can I link back and forth between my sites without any penalty on page ranking |

No. This is simply not possible. There is a physical limitation to the number of IP addresses available and an IP address has no effect on a URL rank.

Again, the website hosting location is irrelevant. Cross linking is only a problem if your intent is to falsely promote the same content. If your websites are different but related, this is fine |
